HSE University Partners with Prominent Saudi Holding in Landmark Cooperation Agreement
HSE University and the Arrowad International Group from Saudi Arabia signed an agreement on cooperation in research and education. The agreement will strengthen HSE's position in the Persian Gulf countries.
The agreement with Arrowad International Group envisions collaboration in a wide range of areas, including both educational and scientific tracks, as well as the provision of educational consulting services in the Kingdom of Saudi Arabia (KSA). The agreement will contribute to the expansion of collaboration in the scientific and educational sphere in a region strategically important for HSE University.
The main activity of the international group of companies focuses on developing human potential and improving institutional efficiency. Arrowad International Group operates a network of international schools; the company’s reliable and long-term partners include the United Nations Institute for Training and Research (UNITAR), the Swiss Education Group, along with others. The holding’s portfolio of educational programmes includes a leadership programme with UNITAR, focused on public, private, and non-profit sectors.
Victoria Panova
HSE University Vice Rector Victoria Panova noted mutual interest in developing relations with the KSA. She stressed the importance of having a leading partner to implement projects and initiatives in another country. ‘Launching joint projects in international education requires huge investments from each party. Therefore, in order to implement scientific and educational projects in the Middle East, we need reliable partners who, at the same time, take leading positions in their country or region. The agreement with the Arrowad International Group in Saudi Arabia will support this goal. Our communication with colleagues during working meetings demonstrates not only mutual interest, but also the understanding that, with constant effort, the potential for cooperation is immense,’ said Victoria Panova.
In January 2024, HSE University delegation headed by Victoria Panova visited Saudi Arabia and outlined steps for further collaboration in key areas with a number of leading universities, companies, and government agencies. In March 2024, HSE University signed a cooperation agreement with the Centre of Information and Arabian-Russian Studies (CIARS) of Saudi Arabia.

The agreements reached will contribute to strengthening and advancement of cooperation in the areas of education, research, and culture between HSE University and scientific and educational institutions in the Kingdom of Saudi Arabia.

An HSE University delegation led by Vice Rector Victoria Panova went to Saudi Arabia for a working visit. During the meeting, representatives of major universities, government agencies, and the private sector confirmed their readiness to cooperate in a wide range of areas. Saudi Arabia is interested in developing cooperation with Russia, including interuniversity interaction.
