The Expert Institute was created at the HSE in October 2009.
Key tasks of the Institute's activity:
1. Research in the following fields:
- Industrial markets;
- Problems of inflation and economic growth;
- Socio-psychological studies;
- Analysis of structural changes in economics;
- Other areas of economic and social research.
2. Development of methodology of the study of industrial markets, research in this area, preparation of recommendations regarding economic policies and market regulation.
3. Theoretical and applied research of investment processes and preparation of recommendations for the improvement of the investment climate.
4. Research of monetary theory and economic growth theory problems, preparation of suggestions regarding the issues of monetary policy and participation in actions in response to this problem.
5. Theoretical and applied research in cross-cultural, social and economic psychology.
6. Investigation of the influence of socio-economic changes, including the financial crisis, on the values and views of Russian people.
7. Study of the influence of culture, values, social axioms etc. on socio-economic development.
8. Initiating special economic, statistical and econometric research in the areas mentioned above and creation of relevant databases.
9. Expert support and participation in the development and implementation of economic measures in the areas mentioned above.
10. Coordination of work of the expert community in the areas mentioned above, including the organization of conferences, seminars and discussions as well as support and development of national and international scientific links.
11. Support of the HSE's interaction with federal and local governmental bodies of the RF, as well as Russian and foreign educational, scientific and expert centers and other NGOs working in the fields of the Institute's specialization.
12. Distribution of the results of scientific research, preparation of publications and presentations on the results of the research.
13. Support of the HSE's development of international academic cooperation.

Revold M. Entov Passes Away
Revold Mikhailovich Entov, a prominent Russian economist and Tenured Professor at HSE University, passed away on October 21, 2025, at the age of 94

"The standard of living and human development in the Soviet Union in the interwar period", a report by Ilya Voskoboinikov at the conference “Baltic Connections 2022”
On June 17, in the Finnish city of Jyväskylä, Ilya Voskoboinikov presented his new study "The standard of living and human development in the Soviet Union in the interwar period".
"Investment deflation and the dynamics of fixed capital in Russia and the assessment of the contribution of ICT and intangible assets to long-term economic growth", a report by Ksenia Bobyleva at HSE University’s 23rd Yasin International Academic Conference on Economic and Social Development (formerly known as the April Conference).
As part of the 23rd Yasin Conference, Ksenia Bobyleva presented at session A-5-4 on Measuring Economic Growth. Investment in ICT capital and intangible assets are a significant growth factor in the knowledge economy.
Ilya Voskoboinikov participated in the roundtable "Sources of economic growth in the face of isolation and external shocks"
The roundtable discussed the issues of growth limitations for the Russian economy, sources of growth in conditions of isolation, import substitution opportunities, reserves for increasing the efficiency in the distribution of resources, and the role of the state in restructuring value chains.
"Market defects, intersectoral interactions and industrial policy in the Russian economy" report by Anton Tolokonnikov at the XXIII Yasin International Scientific Conference
Within the framework of the XXIII Yasin International Scientific Conference on Problems of Economic and Social Development, at session A-5-3. Macroeconomic policy and long-term growth, the report "Market defects, intersectoral interactions and industrial policy in the Russian economy" was delivered by Anton Tolokonnikov.
Preprint publication: “The post-shock growth of the Russian economy. The experience of the 1998 and 2008 crises and a look into the future”
The work was published in the WP3 series "Labor market issues" and studies the global recession caused by the COVID-19 pandemic. Estimates suggest Russian GDP in 2020 will fall by 2–8%, meaning the current crisis may be more severe than the crises of 1998 and 2008. In the coming years, the Russian economy will have to recover and enter a new long-term growth trajectory. What sources and sectors can make this happen?
Reports of the Russia KLEMS group at the session " Economics of income and wealth"
The session was held at HSE University at the XXI April Conference in cooperation with the International Association for Income and Wealth Research (IARIW) and with the support of the Federal State Statistics Service (Rosstat).

IX Summer School "Design of Cross-Cultural Study"
27 - 30 June 2019 near Moscow there was the IX Summer School "Design of Cross-Cultural Study", organized by the International laboratory for socio-cultural research, Expert Institute, Higher School of Economics. The teachers of the school were the foreign researchers: Michael Bender (PhD, Assistant Professor, Tilburg University), Byron Adams (PhD, Assistant Professor, Tilburg University), and Ella Daniel (PhD, Assistant Professor, Tel Aviv University).
